The way some governments treat the unemployed is unacceptable. Here in Germany, homeless people are given shelter and at least one warm cooked meal a day. However, there are rules to staying in the shelter, such as substance abuse is a no-go. Some people don't like the rule and prefer to stay on the street instead of sleeping in the shelter. However, they can still get a one meal a day at the shelter's kitchen.
